Prof. Brandeis is faculty responder for CAFE debate February 2 on corporate personhood

Prof. Jason Brandeis, J.D., Justice faculty, will be a member of the faculty response panel for the Center for Advancing Faculty Excellence (CAFE) public policy debate on Thursday, February 2, 2012. The topic of the debate is: "The U.S. should adopt a Constitutional Amendment banning corporate personhood."

The event is from 7:00 pm - 9:00 pm at the UAA/APU Consortium Library, 3rd floor, LIB 307, and features the award-winning UAA Speech and Debate Team, a faculty response panel, and a facilitated public discussion.

This program is part of a series of debates and discussions sponsored by the UAA Center for Advancing Faculty Excellence since 2003 to offer the Anchorage community access to university resources as a basis for discussions of policies and issues affecting its future. Previous debates have addressed such issues as the Patriot Act, U.S. energy policy, state support for rural villages in Alaska, presidential campaigns, and the Iraq war. Prof. Brandeis also participated on the faculty response panel for the Fall 2010 CAFE public policy debate.

Justice Center faculty meet for strategic planning

Justice Center faculty met for a two-day strategic planning retreat in mid-January and reviewed the Center's mission and values, and developed a strategic plan. The retreat was a follow-up to shorter meetings with faculty and staff, individual work groups, and surveys of students and community partners. The process is being facilitated by Eric Britten of Britten Associates, and the final revised mission statement, vision, and values will be posted on the Justice Center website.

Faculty have been assigned items from the strategic plan, and the Center will continue to work on identified issues as part of an ongoing process of internal evaluation and development.

Members of the UAA community volunteered at the 10th Anchorage Project Homeless Connect (PHC) held at the Egan Center on Wednesday, January 25, 2012. The Anchorage Coalition on Homelessness presents this day-long program twice each year (January and July) with the help of community sponsors and volunteers. The goal is to move our community closer to ending homelessness.

This event brings together service providers and government agencies under one roof to assist homeless persons in identifying their top 3 issues of concern, and then links individuals with the appropriate provider. Hospitality is an important part of the day and a lunch is offered to attendees, as well as canned food items to take with them. Similar programs are presented in cities across the United States.

The initial interview with each attendee also presents an opportunity for collecting information about who is homeless and why. This data is aggregated and provides a tool to assist service providers and government agencies in policy making and structuring services. In 2010 Anchorage Project Homeless Connect assisted 769 clients in January and 578 in July. At the January 2011 PHC, 847 clients received help, and 601 clients were assisted in July 2011. It is estimated that over 750 clients were provided some typed of needed service at the January 2012 PHC. The final report for this event will be available shortly.

The article "A Look at Homelessness in Alaska" in Alaska Justice Forum 26(2) Summer 2009 looked at data for the homeless in Alaska for the years 2007–2009.

Dr. Rosay presents January 25 at Alaska Senate Judiciary Committee Crime Summit

Dr. André Rosay, Justice Center Director, will make a presentation at the Alaska Senate Judiciary Committee Crime Summit on Wednesday, January 25 in Juneau.

He will be the luncheon keynote speaker and will discuss Justice Center research, including the ongoing Alaska Victimization Survey.

The Crime Summit will open with a presentation by Annie Pennucci, Senior Research Associate with the Washington State Institute for Public Policy on "More Education, Less Crime: Research Evidence and Policy Implications." Representatives from agencies and organization will make presentations to the group about justice in Alaska: what is new, what strategies are working, what resources are needed, what programs are successful, and how the legislature can assist agencies and organizations in this work.

Participants include the Alaska Court System, Alaska Public Defender Agency, Office of Public Advocacy, Standing Together Against Rape (STAR), Alaska Native Justice Center, Alaska Mental Health Trust Authority, Partners for Progress, Division of Juvenile Justice, Department of Public Safety, Department of Corrections, the U.S. Attorney's Office, Alaska State Troopers, Municipality of Anchorage, Anchorage Police Department, Palmer Police Department, and others.

A similar Crime Summit was held four years ago in Juneau in 2008. Senator Hollis French (D) is the Chair of the Senate Judiciary Committee.

UAA/APU books of the year program "Criminalizing the Working Poor" with Dr. Chamard

Dr. Sharon Chamard, Justice Center faculty, was the moderator for the discussion "Criminalizing the Working Poor" on January 17 at the Loussac Library. This event was part of the Conversation Salon Series: The Working Poor, co-hosted by UAA/APU Books of the Year and the Anchorage Public Library. The discussions in this series are based on David Shipler's book, The Working Poor: Invisible in America.

Issues around this topic included restrictions on receiving public benefits such as Food Stamps, unfair payday and credit loans, and America's history as a meritocracy. Dr. Chamard also presented sociological theories concerning how the working poor are perceived and treated, such as rabble management.

Dr. Rivera awarded contract to evaluate Oregon program for offenders with children

Dr. Marny Rivera, Justice faculty, has been awarded a contract by Jackson County Community Justice in Oregon to evaluate their Second Chance Family-Based Offender Program. This program provides treatment and services to medium and high risk drug dependent offenders who are custodial parents of minor children in Jackson County. In addition to treatment services, the grant covers costs for staff to help facilitate visits between parents and their children in a setting other than jail. Dr. Rivera will examine the success of this program in meeting the needs of the offenders and their families, and reducing recidivism.

According to a Bureau of Justice Statistics report, in 2007, 53% of offenders incarcerated in the U.S. were parents with an estimated total number of 1.7 million children under the age of 18. Drug and public-order offenders were more likely than violet offenders to have children. The Oregon project is part of the federal Second Chance Act which is designed to aid offenders with reentry into their communities by providing substance abuse treatment, employment assistance, and other services to reduce recidivism.

Justice Center research highlighted in PickClickGive.org donation guide

PickClickGive.org distributed a special donation guide with the January 1 Anchorage Daily News called, "Your Guide to Making a Difference in the New Year: Learn How to Transform Alaska with Just $25 of Your PFD." This guide listed the many organizations Alaskans can help by donating $25 of their PFD using the online PickClickGive.org tool.

Justice Center research was featured in the descriptions of organizations that provide help in emergency situations and organizations that help feed the hungry. The guide highlighted the Alaska Victimization Survey research in the description of the need for assistance to emergency safe shelters for victims of domestic violence and sexual assault, and noted the Justice Center report examining homelessness in Alaska in the piece about food banks. The reference is to the Summer 2009 Alaska Justice Forum article, "A Look at Homelessness in Alaska."

Dr. Chamard and Dr. Payne to present at Western Society of Criminology Conference

Dr. Sharon Chamard and Dr. Troy Payne, Justice Center faculty, will present at the 2012 Western Society of Criminology (WSC) Annual Conference in Newport Beach in February. Both researchers are on the panel highlighting "Criminological Analyses of Ownership, Collective Efficacy, Public Awareness, and Temperature."

Dr. Chamard will speak on "Growth in the Mat-Su: Effects of Collective Efficacy, Social Ties, Fear of Crime and Self-Protection." Dr. Payne will discuss "Exploring Non-Geographic Concentration of Crime: The Importance of Ownership."

The WSC is a regional professional society devoted to the scientific study of crime. The society attracts scholars, students, government officials, and practitioners from both the public and private sectors from around the world.

Dr. Myrstol publishes article on homelessness among drug-using arrestees in Journal of Drug Issues

Dr. Brad Myrstol, Justice faculty, recently published an article, "Risk Factors and the Duration of Homelessness Among Drug-Using Arrestees: Evidence from 30 American Counties," in the Journal of Drug Issues, Volume 41, Number 4, 2011. He co-authored this article with Dr. Kevin M. Fitzpatrick, Professor of Sociology and Jones Chair in Community at the University of Arkansas.

The article examines risk factors influencing length of homelessness among a sample of drug-using adults booked into jails in 30 American counties during the years 2002-2003. Interviews were conducted with 30,634 arrestees. The authors found that the persistently homeless were a demographically distinct group with significant social and human capital deficits and distinct health risk profiles, and argue that jails are well positioned to serve as a focal point for the delivery of public health and psychiatric services to homeless persons.

The Journal of Drug Issues (JDI) is dedicated to providing a professional and scholarly forum centered on the national and international problems associated with drugs, especially illicit drugs. It is a refereed publication with international contributors and subscribers. As a leader in its field, JDI is an instrument widely used by research scholars, public policy analysts, and those involved in the day-to-day struggle against the problem of drug abuse.

Winter holiday closure

The Justice Center, along with the rest of the UAA campus, will be closed for the winter holiday break starting on Friday, December 23, 2011 due to heavy snow and road conditions. We will reopen for our normal business hours on Wednesday, January 4, 2012.

Justice grad publishes article in journal of American Society of Criminology

G. Matthew Snodgrass, B.A. Justice with Research Honors '06, and currently a Ph.D. candidate in Public Policy and Management at the H. John Heinz III College at Carnegie Mellon University, has co-authored an article, "Does the Time Cause the Crime? An Examination of the Relationship Between Time Served and Reoffending in the Netherlands," which appears in the November 2011 issue of Criminology: An Interdisciplinary Journal, a publication of the American Society of Criminology. The article, which uses a sample of Dutch offenders serving an average of 6.7 months confinement to examine the relationship between time served in prison and future criminality, appears online.

The American Society of Criminology is an international organization whose members pursue scholarly, scientific, and professional knowledge concerning the measurement, etiology, consequences, prevention, control, and treatment of crime and delinquency.

Justice Center faculty and staff met with College of Health Interim Dean Bill Hogan, Associate Dean Susan Kaplan, and Assistant Dean of Student Affairs Russ Pressley on December 19 to share information about the Justice Center's mission and accomplishments, and to discuss the new College of Health programs. Dr. André Rosay, Justice Center Director, made a presentation highlighting the Center's current projects, research, and publications, and outlining the return on investment made by the Center during the year. Dr. Chamard interviewed for tent cities report by National Law Center on Homelessness & Poverty and Yale Law School project

Dr. Sharon Chamard, Justice Center faculty, was recently interviewed by Julie Hunter of the Allard K. Lowenstein International Human Rights Clinic at Yale Law School, for a report about tent cities in the U.S. The report is being done in partnership with the National Law Center on Homelessness & Poverty.

Dr. Sharon Chamard authored a monograph entitled, "Homeless Encampments," for the Problem-Oriented Guides for Police Problem-Specific Guides Series, and was asked to give her perspective on this topic for the upcoming report.

The goal of the report is to document the rise of tent cities in this country since the beginning of the economic downturn and will look at:

benefits and disadvantages of tent cities,
practical obstacles faced by tent city managers and residents,
local government responses, and
legal and practical resources available to ameliorate and support the situation of tent city residents.

Dr. Chamard's monograph was released as part of the series published by the Center for Problem-Oriented Policing, Office of Community Oriented Policing Services, U.S. Department of Justice.

The monograph describes the problem of homeless encampments (also known as transient camps) and reviews contributing factors. It identifies a series of questions to help police and other decision-makers analyze their local problems with homeless encampments, and then presents a review of responses to the problem and what is known about them from evaluative research and police practice.

Dr. Rivera represents Justice Center at UA Behavioral Health Alliance meeting

Dr. Marny Rivera, Justice faculty, represented the Justice Center at the December 2 meeting of the University of Alaska Behavioral Health Alliance.

The Behavioral Health Alliance is a statewide University of Alaska inter-disciplinary task group formed to identify issues concerning behavioral health programs in the UA system, and to work to enhance communication, coordination, and collaboration between and within academic disciplines. The Alliance works with behavioral health industry providers in seeking ways to meet needs in behavioral health professional education across the state.

The Alliance was formed in 2007 with a focus on "the need to train people in behavioral health occupations where they live." Among recent accomplishments, the task group has integrated cross-cultural knowledge and understanding across behavioral health disciplines, and increased capacity for effective distance education in behavioral health programs. All 3 major academic units - UAA, UAF, and UAS - rely on distance education to make courses available statewide.

The next meeting will be February 24, 2012 at UAA.

Alaska State Troopers Director Col. Keith Mallard talks to students about career options.

Col. Keith Mallard, Director of the Alaska State Troopers (AST), spoke to students on December 2 about AST career opportunities and the current need for Village Public Safety Officers (VPSOs) in rural Alaska. He gave a brief outline of the history of the Troopers in Alaska, and highlighted the variety of sworn and non-sworn positions in the Troopers, including fiscal techs, recruitment, IT techs, Wildlife Troopers, K-9 handler Troopers, VPSOs, and Court Services Officers.

There are 5 Alaska State Troopers detachments statewide. The Alaska Bureau of Investigation is also under the command of Col. Mallard and encompasses the Major Crimes Unit, the Technical Crimes Unit, the Financial Crimes Unit, and the Statewide Drug Unit.

Steven Barnes, wrongly imprisoned for 20 years, podcast on KSKA Addressing Alaskans

The November 2, 2011 presentation at UAA by Steven Barnes, wrongfully imprisoned for 20 years, was podcast on December 8 by KSKA Addressing Alaskans.

Mr. Barnes was convicted of rape and murder based on questionable eyewitness identification and evidence in 1989 and was finally exonerated in 2009 through DNA testing obtained by the Innocence Project.

He told the story of his life in prison and his ultimate exoneration at an event cosponsored by the Alaska Innocence Project and the UAA Justice Center.

Dr. Rosay invited to USDOJ Office on Violence against Women Section 904 Task Force Meeting

Dr. André Rosay, Justice Center Director, is an invited speaker to the Section 904 Task Force Meeting of the U.S. Department of Justice Office on Violence Against Women scheduled for December 14, 2011 in New Mexico. Dr. Rosay will provide an overview of the Alaska Victimization Survey and its impact on policy and practice in Alaska.

The Section 904 Task Force was established by Title IX of the Violence Against Women Act of 2005 to assist the National Institute of Justice (NIJ) to develop and implement a program of research on violence against Indian women, including domestic violence, dating violence, sexual assault, stalking, and murder. The goals of this effort are to evaluate the effectiveness of the Federal, state, and tribal response to violence against Indian women, and to propose recommendations to improve the government response.

The 904 Task Force Meeting is held during the Interdepartmental Tribal Justice, Safety, & Wellness Session on the Santa Ana Pueblo in New Mexico. This session provides government-to-government consultation, training, and technical assistance in the areas of justice, safety, and wellness.

Last round of mock oral arguments held in Prof. Brandeis' courts and civil liberties class

Prof. Jason Brandeis, J.D., Justice faculty, held the last round of mock trial arguments in his Justice 344 "Courts and Civil Liberties" course on Monday, December 5. A moot court is a mock appellate court proceeding which involves the presentation of oral argument before a panel of judges. Students are divided into teams and prepare arguments for hypothetical cases. Their arguments are then presented before a panel of judges (including Prof. Brandeis) composed of lawyer volunteers. All of the volunteer lawyers for this session were from the Alaska Public Defender Agency, Appeals Office: Kelly Taylor, Michael Schwaiger, and Tracey Wollenberg, Supervisor of the Appeals Office.

The judges pose questions to the students and evaluate their presentation. The hypothetical cases address such issues as alternative criminal sentencing, the establishment clause (separation of church and state), student free speech rights, second amendment right to bear arms, privacy and technology issues, free speech and political protest, and equal rights and protection from discrimination based on sexual orientation.

Forum author interviewed by KSKA about immigrants in Alaska

Antonia Moras, former editor of the Alaska Justice Forum and author of "Immigrants in Alaska: Authorized and Unauthorized," which appears in the Summer/Fall issue of the Alaska Justice Forum, was interviewed by KSKA's Len Anderson as part of the station's "Changing Faces" series.

Ms. Moras' article describes how our immigrant population is lower and place of origin of immigrants differs from other states, and the comparatively few unauthorized immigrants in Alaska . She also discusses immigration court proceedings and the increasing length of time to adjudicate cases both here and in the rest of the U.S.

Prof. Jason Brandeis, J.D., Justice faculty, held the second session of mock trial arguments in his Justice 344 "Courts and Civil Liberties" course on Wednesday, November 30. A moot court is a mock appellate court proceeding which involves the presentation of oral argument before a panel of judges. Students are divided into teams and prepare arguments for hypothetical cases. Their arguments are then presented before a panel of judges (including Prof. Brandeis) composed of lawyer volunteers. Rebecca Noblin, Alaska Director, Center for Biological Diversity; Carina Uraiqat, Assistant District Attorney, Alaska Department of Law; and Marika Athens, Assistant Attorney General, Office of Special Prosecutions and Appeals - Special Prosecutions Unit, Alaska Department of Law, participated as judges for this session.

The judges pose questions to the students and evaluate their presentation. The hypothetical cases address such issues as alternative criminal sentencing, the establishment clause (separation of church and state), student free speech rights, second amendment right to bear arms, privacy and technology issues, free speech and political protest, and equal rights and protection from discrimination based on sexual orientation.

Mock oral arguments will continue next week with different lawyer volunteers as judges.

Dr. Myrstol publishes article on school resource officers in Western Criminology Review

Dr. Brad Myrstol, Justice faculty, has recently published, "Public Perceptions of School Resource Officer (SRO) Programs," in volume 12, number 3 of Western Criminology Review, the peer-reviewed journal of the Western Society of Criminology.

About the article:
Prior research examining people’s perceptions of SRO programs has focused on the views of
four stakeholder groups: school administrators, teachers, parents, and students. Notably, however,
no prior studies have assessed the views of the general public, and few have utilized multivariate
analyses in order to identify the factors that shape perceptions of SRO initiatives. Using
community survey data collected in Anchorage, Alaska this study explores the general public’s
awareness of, perceived need for, and belief in the effectiveness of SRO programs, and
systematically examines factors that predict public support for them within a multivariate
framework. Results show that public support for SRO programs is multidimensional and “fuzzy.”
Implications and suggestions for future research are discussed.

Justice major featured in UAA Honors College video

Ezekiel Kaufman, Justice major, is one of several students featured in a video about the University Honors College. Students enrolled in the Honors College complete an enriched curriculum and a thesis project. In the video, Zeke discusses how being a member of the college has helped him see himself as "a professional."

Zeke's goal is to work as a public policy analyst. He is currently a research aide to Dr. Brad Myrstol, Justice faculty, and is a member and treasurer of Alpha Phi Sigma, the national criminal justice honor society.

Immigrants in Alaska—Authorized and Unauthorized by Antonia Moras

The immigration of most foreign-born residents of Alaska has occurred legally under established laws and regulations. However, the picture of immigration in Alaska—both authorized and unauthorized—differs in some details from the rest of the country as a whole. According to census figures based on an average over the 5-year period of 2005–2009, immigrants from Asian countries formed a greater proportion of the foreign-born population than they did in the U.S. overall. Over one-half of immigrants to Alaska came from Asia. In the country as whole, immigrants from the Americas constitute over 55 percent of the foreign-born, with Mexico being by far the most common country of origin. The article also discusses the increase in and estimated number of unauthorized immigrants in the U.S. and Alaska, and place of birth of and labor force participation of unauthorized immigrants. Includes notes on data sources and a bibliography of articles on immigration and noncitizens that have appeared in the Alaska Justice Forum.

Enforcement of Immigration Laws by Antonia Moras

Although there has been increasing involvement by state and local law enforcement, and more politicization of immigration issues at the state and local level, the federal government still has primary responsibility for enforcement of the nation’s immigration laws. Despite relatively few cases, the adjudication of immigration cases in Alaska has slowed dramatically over the last decade, as it has elsewhere. This article also examines immigrant detention Alaska, immigration court proceedings, and the lengthy time for an immigration proceeding, and the enormous backlog of cases.

PACE: A Pilot Project for Probation Violators in Anchorage

Probation Accountability and Certain Enforcement (PACE), based on the Hawaii Court HOPE model, is a pilot project introduced in the Anchorage Superior Court in July 2010. This article presents findings and recommendations from a recent Alaska Judicial Council evaluation of the project, which seeks to deal with probation violations quickly with immediate imposition of a sanction.

Alaska's Five-Year Prisoner Reentry Strategic Plan, 2011–2016

The Five-year Prisoner Reentry Strategic Plan, 2011-2016, released this year by the Alaska Prisoner Reentry Task Force, presents a comprehensive overview of the issues surrounding successful prisoner reentry in Alaska, and makes recommendations for implementation of the plan. Includes a bibliography of resources on prisoner reentry and justice reinvestment.

A Brief Look at VPSOs and Violence Against Women Cases

This article looks at a study of sexual assault (SA) and sexual assault of a minor (SAM) cases reported to Alaska State Troopers in 2003 and 2004 when the first responder was a local paraprofessional police officer— a Village Public Safety Officer (VPSO), Village Police Officer (VPO), or Tribal Police Officer (TPO). The probability of a case being referred to the Alaska Department of Law, of being accepted for prosecution, and resulting in a conviction was greater in most types of SA and SAM cases reported to the Alaska State Troopers when paraprofessional police officers were involved as first responders. Past studies have also demonstrated the positive impact of paraprofessional police in rural Alaska. A brief description of the VPSO program and current VPSO staffing is given. Includes a bibliography of articles on Village Public Safety Officers (VPSOs) and paraprofessional police that have appeared in the Alaska Justice Forum and elsewhere.

U.S. State and Local Law Enforcement Agencies Census 2008 by Bureau of Justice Statistics

Over 1.1 millions persons were employed full-time by state and local law enforcement in the U.S. in 2008, according to the most recent census of state and local law enforcement agencies from the Bureau of Justice Statistics. Of that number, 765,000 were sworn personnel – defined as those with general arrest powers. In 2008, Alaska had 1,298 sworn personnel in 50 state and local law enforcement agencies, including 274 sworn officers of the Alaska State Troopers.

Mat-Su Borough Community Survey 2011 and Trends 2007-2011 released

The Justice Center has released the most recent publication from its Community Indicators Project:

The Matanuska-Susitna Borough Community Survey 2011 and Trends 2007–2011: A Sourcebook of Community Attitudes by Dr. Sharon Chamard and Heather MacAlpine

The Matanuska-Susitna Borough Community Survey , conducted annually beginning in 2006, is a cooperative research effort between the Justice Center and the Matanuska-Susitna Borough to collect information about satisfaction with Borough services, household aspirations, and household composition. These data will be used by Borough decision-makers to prioritize projects, improve services, and better plan for the future growth of the Mat-Su Borough.

This year's study was conducted by Dr. Sharon Chamard, Justice faculty, who also was the principal investigator for the 2008, 2009, and 2010 Mat-Su surveys.Heather MacAlpine, a senior in the Justice B.A. program, assisted with data collection, entry, and analysis.

The survey asks Mat-Su Borough residents to evaluate the quality of Borough services, provide opinions about Borough decision-making, and sum up their perceptions about a range of issues relevant to the present and future of the Mat-Su community. The 2011 survey was distributed to 2,577 adult heads-of-household in the Mat-Su Borough in the late summer and fall of 2011; a total of 1,159 completed surveys were returned, for a response rate of 45%.

This sourcebook presents both the results from the 2011 survey and trends from 2007–2011 in five major areas: (1) evaluation of current borough services; (2) use of borough facilities; (3) life in Mat-Su neighborhoods; (4) local government access, policies, and practices; and (5) respondent background information. Additionally, findings from a derived importance-performance analysis of the survey data are presented, as is a compilation of respondent comments.

The College of Health Diversity Committee presents a program on "Native Case Studies: Using Diverse Case Studies As An Effective Teaching Method" on Friday, November 18, from 11 am - 12:30p.m. in LIB 307. UAA faculty attended the 6th Annual Enduring Legacies Summer Institute for Writing and Teaching Native Cases sponsored The Evergreen State College in Washington this past summer. They will share the methods they learned for stimulating student interest and participation by weaving culturally diverse case studies into course curricula.

Dr. Chamard moderates Conversation Salon Series discussion on the working poor on January 17

Conversation Salon Series discussions are held every third Tuesday of the month, from Septetmber to May, at 5:30-6:30 p.m. in the Ann Stevens Room of the Loussac Library. Dr. Marny Rivera, Justice faculty, participated in the UAA Alcohol Awareness Week event held Wednesday, October 26, at the Student Cafeteria. The "Wii Happy Hour" included pizza, "mocktails," a chance to wear "drunk goggles" to test your equilibrium, and displays by the Justice Center, the University Police Department Drug Paraphernelia, Student Health and Counseling, and others.

The Justice Center display highlighted recent research on college-age drinking and included data from the 2010 survey of UAA students. This event was part of National Collegiate Alcohol Awareness Week and was coordinated by the UAA Dean of Students Office.

Dr. Chamard publishes 2009 Anchorage Community Survey results for Anchorage Police Department

Dr. Sharon Chamard, Justice faculty, has recently published, "Anchorage Community Survey 2009: Anchorage Police-related Results," as part of the Community Indicators Project at the UAA Justice Center.

The Anchorage Community Survey (ACS) asked residents to respond to questions about the quality of life in their Anchorage neighborhood, their satisfaction with municipal services, and their opinion of the criminal justice system, including police. This report presents the findings of the 23 questions that focused on the Anchorage Police Department (APD). Overall, respondents were satisfied with APD, with close to two-thirds (66%) of those who answered these questions reporting they were satisfied (43%) or very satisfied (23%).

The report also includes results grouped by community council area of the survey respondents.The full report of the 2009 Anchorage Community Survey is forthcoming.

Women in Law Enforcement Recruitment Fair a great success

The October 5, 2011 Women in Law Enforcement Recruitment Fair sponsored by the Women Police of Alaska (WPA) attracted numerous UAA students and non-students interested in law enforcement career opportunities. Women, and also a number of men, attended the fair to talk to federal and state law enforcement agency representatives from the FBI, Drug Enforcement Administration (DEA), Anchorage International Airport Police, Alaska Air National Guard Security Forces, Seward Police Department, U.S. Air Force Reserve, Anchorage Police Department, U.S. Fish and Wildlife Law Enforcement, Alaska State Troopers, IRS Criminal Investigation Division, U.S. Marshals Service, Bureau of Alcohol, Tobacco and Firearms (AFT), Alaska Department of Corrections, and the Women Police of Alaska..

K-9s "Elvis" and "Batman," explosives detection dogs from the Anchorage International Airport Police attended as representatives of their law enforcement agency, as well K-9 "Rex" from U.S. Fish and Wildlife Refuge Law Enforcement who is trained to detect different types of game that have been taken illegally. The event was presented with the support of the Alaska State Troopers, the Alaska Association of Chiefs of Police, and the UAA Justice Center. Dr. Brad Myrstol was the faculty liaison for this program.

"Compass" piece appears in Anchorage Daily News about violence against women and Alaska Victimization Survey

"Act to end violence against Alaska women," an opinion piece, appeared in the Anchorage Daily News Compass section on Sunday, November 6, 2011. This essay was written by Lauree Morton, Executive Director, Council on Domestic Violence and Sexual Assault, and Dr. André Rosay, Justice Center Director, and principal investigator for the Alaska Victimization Survey.

Prof. Wolfe presents crime scene and evidence collection for statewide law enforcement agencies

Prof. Jim Wolfe, Justice Center adjunct faculty, lectured at several law enforcement training events during October and November. During the week of October 24, he presented "Crime Scene and Evidence Collection" at the UAF CTC Law Enforcement Academy in Fairbanks.

The following week he was in Bethel for the Advanced VPO (Village Police Officer) Training where he team taught "Crime Scene and Evidence Collection" with Jessica Hogan of the Alaska Crime Laboratory. Prof. Wolfe will be in Dillingham the week of November 7 presenting "Evidence Collection Refresher" for the Dillingham Police Department.

Overflow crowd listens to Steven Barnes tell of being wrongly imprisoned for 20 years

Steven Barnes tell his story.

Over 150 students and members of the public listened to Steven Barnes, wrongly imprisoned for murder and rape for 20 years, tell his moving and unforgettable story on November 2 on campus at Rasmuson Hall 117. An overflow crowd watched him via livestreaming in RH 110.

Steven was ultimately exonerated through DNA testing obtained by the Innocence Project. He shared with the audience his experiences in prison and his reintegration into a normal life. Since his release in 2008, Steven has been working with troubled teens and teaches them construction skills.

The event was cosponsored by the Alaska Innocence Project and the UAA Justice Center.

Dr. Marny Rivera, Justice faculty, has been awarded a contract by the Alaska Alcoholic Beverage Control Board to conduct a policy analysis of strategies designed to reduce the sale of tobacco and alcohol to underage persons and to analyze data on compliance with laws prohibiting such sales. The policy analysis will include a review of other research and studies on this topic and an exploration of the kinds of influences (social climate, enforcement, sanctions) that affect compliance/violation of laws prohibiting tobacco and alcohol sales to underage persons. This report will also assess the impact of the municipal code requiring identifications checks for all alcohol purchases.

Mr. Barnes was convicted of rape and murder based on questionable eyewitness identification and evidence in 1989 and was finally exonerated in 2009 through DNA testing obtained by the Innocence Project. Come hear his unforgettable story.

Victimization survey results show over half of the adult women in the Bristol Bay region have experienced intimate partner violence or sexual violence

The results of the 2011 Victimization Survey for the Bristol Bay region were released at a press conference on October 12 in Dillingham. The troubling numbers show that:

Over 50% of adult women in the Bristol Bay Region have experienced intimate partner violence, sexual violence or both, in their lifetime;
Nearly 15% have experienced intimate partner violence, sexual violence or both, in the past year;
3 out of every 10 adult women in the Bristol Bay Region have experienced sexual violence in their lifetime; and
4 out of every 10 have experienced intimate partner violence in their lifetime.

The survey was designed to measure the lifetime and past year exposure to sexual violence and intimate partner violence. It was conducted from April 2011 to June 2011 in the Dillingham Census Area, the Lake and Peninsula Borough, and the Bristol Bay Borough through a contract with the Council on Domestic Violence and Sexual Assault (CDVSA), with supplemental funding from the Governor's Choose Respect initiative to end the epidemic of domestic violence and sexual assault in Alaska. Justice Center paralegal students volunteer at AFN legal clinic

Eleven paralegal students from the Justice Center Paralegal Studies Certificate program volunteered to assist at the first Alaska Federation of Natives (AFN) Conference Legal Clinic held Thursday and Friday, October 20 and 21 at the Dena'ina Center. Prof. Deb Periman, J.D., is the coordinator of the Paralegal Studies Certificate program.

Clients had free consultations with volunteer lawyers from the Alaska Bar Association. The paralegal student volunteers welcomed clients, notified the volunteer lawyers when clients had arrived, and provided clerical support for the printing of final documents. 81 clients from 24 Alaskan communities were served.

The event was sponsored by AFN, Alaska Legal Services Corporation (ALSC), Alaska Native Justice Center, and the Alaska Bar Association.

Victimization survey results show over half of the adult women in Juneau have experienced intimate partner violence or sexual violence

The results of the 2011 Victimization Survey for the City and Borough of Juneau were released at a press conference on October 17 in Juneau. The troubling numbers show:

Over 50% of adult women in the City and Borough of Juneau have experienced intimate partner violence, sexual violence or both, in their lifetime;
Nearly 15% have experienced intimate partner violence, sexual violence or both, in the past year;
4 out of every 10 adult women in the City and Borough of Juneau have experienced sexual violence in their lifetime; and
5 out of every 10 have experienced intimate partner violence in their lifetime.

The survey was designed to measure the lifetime and past year exposure to sexual violence and intimate partner violence. It was conducted from April 2011 to June 2011 in the City and Borough of Juneau through a contract with the Council on Domestic Violence and Sexual Assault (CDVSA), with supplemental funding from the Governor's Choose Respect initiative to end the epidemic of dometic violence and sexual assault in Alaska. Dr. Brad Myrstol, Justice faculty, joined Colleen Ackerman, Homeward Bound Program Manager, and Shannon O'Connell, Homeward Bound UAA BSW Student Intern, on October 17, 2011 at a UAA Center for Community Engagement and Learning (CCEL) event to discuss homelessness and panhandling in Anchorage.

Dr. Myrstol focused on the homelessness research he has done which looks at the duration of homelessnes, and drug-use as a precipitating factor for a period of homelessness. He described the problems of the chronically homeless and the types of crimes for which homeless people tend to be arrested - primarily misdemeanor crimes of public disorder.

Ms. Ackerman and Ms. O'Connell discussed the supportive housing projects sponsored by RuralCAP: Homeward Bound, Housing First, RuralCAP Affordable Housing, and Karluk Manor.

This event was part of the CCEL's "Engage Week" series, and was sponsored in part by UAA's Student Social Work Coalition, the Center for Community Engagement and Learning, and Student Life and Leadership.

The articles, "Prisoner Reentry and the Uniform Collateral Consequences of Conviction Act" by Prof. Deb Periman, J.D., and "Gangs: National Data and the Fairbanks Gang Assessment" by Khristy Parker, Justice Center Research Professional and Shea Daniels, Juvenile Probation Officer, Alaska Division of Juvenile Justice, were published in the Alaska Justice Forum, volume 27, number 4, Winter 2011.

JRSA is a national nonprofit group of state Statistical Analysis Center(SAC) directors, and also includes other researchers and practitioners in government, academia, and criminal justice organizations. The Alaska Justice Statistical Analysis Center is housed within the UAA Justice Center.

The Alaska Innocence Project and the UAA Justice Center are cosponsoring a presentation by exoneree Steven Barnes on Wednesday, November 2, 2011, 7:30 - 8:30 p.m. in UAA Rasmuson Hall, Room 117.

Mr. Barnes was convicted of rape and murder based on questionable eyewitness identification and evidence in 1989 and was finally exonerated in 2009. Come hear his unforgettable story.

Prof. Periman assists at AFN legal clinic for wills

Prof. Deb Periman, J.D. (Justice faculty), will be one of the Alaska Bar Association volunteer lawyers at the First Annual Elizabeth Peratrovich Legal Clinic to be held in conjunction with the Alaska Federation of Natives (AFN) Convention in Anchorage. Prof. Periman will be assisting clients with wills as part of estate planning. Prior to joining the UAA faculty, she was in private practice in Anchorage.

The wills legal clinic is scheduled from 8:00 a.m. to 11:00 a.m. on October 21 at the Dena'ina Center. This event is a partnership of the Alaska Federation of Natives, the Alaska Bar Native Law Section, Alaska Legal Services Corporation, and the Alaska Native Justice Center.

11.5% of adult women in the City of Fairbanks and 5.5% in the Fairbanks North Star Borough have experienced intimate partner violence, sexual violence or both, in the past year;
3 out of every 10 adult women in the City of Fairbanks have experienced sexual violence in their lifetime;
5 out of every 10 in the City of Fairbanks have experienced intimate partner violence in their lifetime;
3 out of every 10 adult women in the Fairbanks North Star Borough have experienced sexual violence in their lifetime; and

An Alaska Law Review article about executive clemency by Dr. Ron Everett and Prof. Deb Periman, J.D., Justice faculty, was cited extensively in the October 13, 2011 Anchorage Press piece, "A Plea for Mercy," by Scott Christiansen. The law review article, " 'The Governor's Court of Last Resort:' An Introduction to Executive Clemency in Alaska," briefly describes the history of clemency, examines the process in Alaska and recent changes to policy, and highlights the need for additional measures to afford former offenders a better chance for successful reentry into society.

We first spotted this moose cow and her two calves from the UAA Justice Center office suite on the second floor of the UAA/APU Consortium Library, but very quickly our intrepid photographers Barbara and Mel rushed to the scene to get a better look at the action. University Police Department officers in two UPD units monitored the situation to ensure that students and other passers-by, as well as the moose, stayed safe.

Prof. Brandeis joins AKPIRG board

Prof. Jason Brandeis, J.D., Justice faculty, has recently joined the board of directors of AKPIRG - the Alaska Public Interest Research Group. Professor Brandeis has a longstanding commitment to public interest work in Alaska. He worked on public interest issues in the past while an attorney for the ACLU of Alaska and for the State of Alaska Public Offices Commission. As a member of AKPIRG, he looks forward to continuing to promote laws and policies that support the public.

AKPIRG was founded in 1974 as an activist consumer interest group. From consumer protection, identity theft and fraud, to voting rights, ethical government and clean energy, AKPIRG has been pursuing policies that give ordinary Alaskans a voice that can be heard. As a member of the federation of State PIRGs, AKPIRG works on national policy as well as issues that are uniquely Alaskan.

Dr. Chamard presents data on crime prevention at UAA Safety Awareness Month event

Dr. Sharon Chamard, Justice faculty, was a participant at the "Safety & A Slice: An Interactive Exhibit" on crime prevention held Wednesday, September 28 in the Student Union Lounge. Free pizza was part of the program.

Her poster presentation highlighted the two approaches to crime prevention: 1) situational and 2) social development, and included information on crime prevention strategies, risk factors for crime, and crime mapping. Dr. Chamard teaches courses on crime prevention, is a member of the University Police Department (UPD) Auxiliary Emergency Team, and was recently elected chair of the Anchorage Public Safety Advisory Commission.

Representatives from the University Police Department (UPD), Student Conduct, Environmental Health & Safety, Volunteers of America, the Alaska Injury Prevention Center, and alcohol/drug educators,were among the other participants. This program was one of several presented at UAA as part of National Campus Safety Awareness Month in September.

Prof. Deb Periman, Justice faculty, will facilitate a series of five sessions for faculty on the topic of "A Beginning Exploration of Assessing and Documenting Your Teaching." The focus of each session is the book, Inquiry into the College Classroom: A Journey Toward Scholarly Teaching.

This series is part of the "Making Learning Visible" project is sponsored by the UAA Center for Advancing Faculty Excellence (CAFE). The sessions will be held Fridays, 8:30 am - 10:00 am , October 14, 28, November 11, 18, and December 9, 2011 in LIB 304.

These sessions look at ways to identify and implement effective teaching strategies in the classroom and how to evaluate the success of these strategies using techniques that document and capture data in a structured manner. The methods outlined in Inquiry into the College Classroom help enhance teacher satisfaction and student learning by demonstrating how to ascertain if a teaching strategy is really working. This documentation informs your teaching and is also useful in preparing your tenure and promotion portfolio.

The third annual Women in Law Enforcement Recruitment Fair will be held today, Wednesday, October 5, from 11:00 a.m. to 6:00 p.m. at the UAA Student Union, Upper Level next to the Wells Fargo Sports Complex. Parking is free. This event is open to everyone.

Although Alaska's population is 48% female, only about 10% of sworn law enforcement officers are women. Law enforcement agencies are actively recruiting for female officers.

Justice Center participates in banned book read-out at Consortium Library

The UAA/APU Consortium Library held a Banned Books Read-Out on Monday, September 26 from 12 noon - 3:00 p.m. to kick-off the observance of Banned Books Week (Sept. 24 - Oct. 1) sponsored by the American Library Association. Twenty-six readers participated in the UAA event.

Barbara Armstrong, Alaska Justice Forum editor, and Kristi Powell, UAA/APU Consortium Library Student Worker Supervisor/Reserves Manager, teamed up to read from Isabel Allende's House of the Spirits. Barbara read from the original Spanish version and Kristi from an English translation.

Dr. André Rosay, Justice Center Director, presented an update on the Alaska Victimization Survey at a meeting of the Council on Domestic Violence and Sexual Assault (CDVSA) in Anchorage on September 28.

The Alaska Victimization Survey is a multi-year project designed to provide definitive measures of intimate partner violence and sexual violence for Alaska. It provides statewide and regional baselines that can be used to support prevention and intervention efforts that reduce violence against women. Data are used to guide planning and policy development, and to evaluate the impact of prevention and intervention services.

Archivist Robyn Dexter discusses resources available at the NARA.

Prof. Jason Brandeis, J.D., Justice faculty, invited representatives of the National Archives at Anchorage (NARA) to guest lecture in his JUST 250 Development of Law class on September 15. Regional Archives Director Bruce Parham and Archivist Robyn Dexter presented information on the types of resources available at the NARA. Students will use the federal archives as part of a research paper assignment on a chosen judicial, legislative or administrative action.

The education outreach partnership between the NARA and the Justice Center began in 1993 with students in the Development of Law class visiting the National Archives in Anchorage as part of a class project, and has grown and continued with great success over the years.

Regional Director Bruce Parham has been lecturing to classes since 1993. However, he will be retiring this year after 22 years of service with the NARA, and Robyn Dexter, Archivist, will take over outreach to the Justice Center. Prior to joining the NARA, Mr. Parham worked as an archivist in Arkansas and California, and has spent 37 years in this work both as an archivist and as an administrator. Robyn Dexter and Susan Means, Senior Records Analyst, will manage the Anchorage office until a new director is hired.

The third annual Women in Law Enforcement Recruitment Fair will be held on Wednesday, October 5, from 11:00 a.m. to 6:00 p.m. at the UAA Student Union, Upper Level next to the Wells Fargo Sports Complex. Parking is free. This event is open to everyone.

Although Alaska's population is 48% female, only about 10% of sworn law enforcement officers are women. Law enforcement agencies are actively recruiting for female officers. Local, state, and federal law enforcement agencies statewide will be participating.

This program is sponsored by the Women Police of Alaska with the support of the Alaska State Troopers, the Alaska Association of Chiefs of Police, and the UAA Justice Center.

Dr. Chamard presents at UAA Safety Awareness Month 2011 program

Dr. Sharon Chamard, Justice faculty, will be a participant at the "Safety & A Slice: An Interactive Exhibit" on Wednesday, September 28 from 1:00 p.m. - 3:00 p.m. in the Student Union Lounge. Free pizza is part of the event.

This program is one of several being presented at UAA as part of National Campus Safety Awareness Month 2011 in September.

The program on Wednesday includes representatives from UPD, Student Conduct, Environmental Health & Safety, Volunteers of America, the Alaska Injury Prevention Center, and alcohol/drug educators, and will focus on ways to promote campus safety. Fire extinguisher training and other live demos are also scheduled.

Dr. Chamard teaches courses on crime prevention, is a member of the UPD Auxiliary Emergency Team, and was recently elected chair of the Anchorage Public Safety Advisory Commission. She has also completed training as a member of the UAA campus community emergency response team.

The National Campus Safety Awareness Month website is sponsored by Security On Campus, Inc., a 501(c)(3) non-profit organization dedicated to safe campuses for college and university students. It was co-founded in 1987 by Connie and Howard Clery, following the murder of their daughter at Lehigh University. Jeanne Clery was a freshman when she was beaten, raped and murdered in her dormitory room on April 5, 1986. Jeanne's assailant was another Lehigh student who murdered Jeanne during his attempt to commit robbery as she slept.

The Justice Center hosted a pizza party with Moose's Tooth pizza on Tuesday, September 20 for Justice and Paralegal students at the Justice Center offices. Students enjoyed the informal environment and had an opportunity to meet Justice faculty and staff. Justice Club treasurer Sarah Peterson presented information on the club and upcoming activities, and signed up several new members.

The Justice Center hopes to hold this event for students at the beginning of each semester.

Justice Club September 23 tour of crime lab - deadline September 21 to register

The Justice Club will be touring the Scientific Crime Detection Laboratory (SCDL) on Friday, September 23 at 1:00 p.m. Deadline to register for the tour is Wednesday, September 21. Please email Sam Peters, Justice Club president, srpeters@alaska.edu. Space is limited to the first 20 members who respond.

The SCDL is responsible for providing biological screening, DNA, latent fingerprint, firearm/tool mark, blood alcohol and drug identification forensic science services to Alaska law enforcement agencies, as well providing expert court testimony on lab results of tested evidence, administering the statewide breath alcohol testing program, and training law enforcement officers in proper evidence collection and preservation techniques.

If you are participating in the tour, you must arrive at the Crime Lab at 5500 E. Tudor Road by 12:40 p.m.

Alaska Justice Forum article cited in brief challenging Alaska's ban on food assistance for drug felons

"Prisoner Reentry and the Uniform Collateral Consequences of Conviction Act," an article published in the Winter 2011 issue of the Alaska Justice Forum (Vol. 27, No. 4), was cited in a trial court brief filed by Alaska Legal Services Corporation challenging the State of Alaska's lifetime ban on food assistance for drug felons. The case is before the Superior Court of the Third Judicial District, Cyril Reape v. State of Alaska, Department of Health and Social Services, Division of Public Assistance.

Justice Center hosts faculty/staff lunch with UAA Chancellor Tom Case

The Justice Center held a lunch for faculty and staff as part of the annual faculty retreat. UAA Chancellor Tom Case was invited to attend. During lunch, Dr. André Rosay, Justice Center Director, presented a summary of the annual Justice Center return on investment report for July 1, 2010 through June 30, 2011.

Highlights

During FY11, the Justice Center served 517 undergraduates and graduates, generating $765,125 in tuition dollars. For every dollar the state invested in instruction, the Justice Center generated $1.56 in tuition revenue. The Justice Center maintained 14 externally funded projects, funded for a total of $1,158,766 – with $888,684 spent in FY11. For every dollar the state invested in research, the Justice Center expended $2.21 in grant funding awarded to the Justice Center.

In addition, the Justice Center produced:

7 peer reviewed journal articles,
15 Alaska Justice Forum articles,
11 research reports, and
2 research overviews.

The Justice Center also remained committed to providing services to the community, the university, and the profession. Faculty and staff:

hosted eight major conferences, workshops, and events;
worked with 79 different community partners;
served on 55 university committees;
furthered outreach efforts with six events;
served on five editorial boards;
participated in 23 different professional associations; and
reviewed manuscripts and grants for six different journals and agencies.

Dr. Brad Myrstol, Justice faculty, was interviewed about school resource officers (SROs) for a featured online article, "Police Presence in Schools Continues to Grow," published on the National Education Association (NEA) neatoday news website on August 26, 2011.

The basis for the interview was Dr. Myrstol's Fall 2010 Alaska Justice Forum article, "Police in Schools: Public Perceptions" which provides a history of School Resource Officers (SROs) — certified, sworn police officers who are employed by a local police agency but are assigned to work in local schools — and presents results of public perceptions of SROs in Anchorage School District schools based on questions in the 2009 Anchorage Community Survey.

UAA Justice Center and Alaska State Troopers release report on marijuana grow searches

The UAA Justice Center and the Alaska State Troopers have released a report, The Predictive Validity of Marijuana Odor Detection, by Dr. Brad Myrstol and co-author, Prof. Jason Brandeis, J.D., Justice Center faculty. The report was commissioned by the Alaska State Troopers (AST).

The study includes an overview of the legal status of marijuana by Prof. Brandeis and an analysis of data by Dr. Myrstol from over 200 marijuana grow searches conducted by AST during the calendar years 2006, 2007, and 2008. Marijuana was found and seized in 98.5% of the cases reviewed.

The primary purpose of the study was to provide an empirical estimate of the extent to which AST investigators' detection of marijuana odors served as a reliable indicator of the presence of illegal quantities of marijuana. Detection of marijuana odors was found to be significantly associated with the discovery of relatively large amounts of marijuana - that is, quantities of four ounces or more, as well as 25 or more plants.

Prof. Periman talks about Making Learning Visible at CBPP faculty in-service

The goal of the MLV project is to provide resources and a supportive community of colleagues to faculty as they strive to self-evaluate and improve their teaching skills. "Making Learning Visible" is coordinated by the Center for Advancing Faculty Excellence (CAFE).

National Executive Director of the ACLU Anthony Romero's presentation on July 14 at the Wendy Williamson, "Disparate Opportunity in America: The Ongoing Struggle for Equal Rights," is being podcast on KSKA "Addressing Alaskans" at 2:00 p.m. and 7:00 p.m. today, Thursday, August 18.

Mr. Romero's presentation highlights the ongoing struggle for equal rights and opportunity in America, the continuing challenges faced by minority and underprivileged communities, and the work of the ACLU in fighting for equal rights.

Tribal court conference brings together tribal, state, and federal representatives

Justice Center Director Dr. André Rosay, faculty member Dr. Cory Lepage, and Alaska Justice Forum editor Barbara Armstrong attended the 27th Annual Alaska Tribal Court Development Conference in Fairbanks, August 9-11, 2011. Over 90 tribal court judges, court clerks, tribal administrators, Native village representatives, as well federal and state agency representatives participated. The agenda included presentations on tribal court procedures, restorative justice, and state/tribal relations.

This event is funded by the U.S. Department of Justice and the Bureau of Indian Affairs through Tanana Chiefs Conference, the National Tribal Judicial Center at the National Judicial College, the University of Alaska Fairbanks Interior Aleutians Campus, and the University of North Dakota School of Law Tribal Judicial Institute.

Prof. Deb Periman, Justice faculty, participated in the day-long new UAA faculty orientation on August 15. Dr. Elizabeth Predeger of the School of Nursing, Dr. Randy Magen of the School of Social Work, and Prof. Periman outlined details of activities of the "Making Learning Visible" Project for the upcoming academic year. These include the Café Best Practices Series, Course/Teaching Portfolio Development, and the Book Group which is focusing on the text, "Inquiring into the College Classroom: A Journey Toward Scholarly Teaching." The goal of this project is to provide resources and a supportive community of colleagues to faculty as they strive to self-evaluate and improve their teaching skills.

Prof. Periman also described the "UAA/APU Books of the Year" program, part of the Ford Foundation Difficult Dialogues Project. The program encourages faculty to integrate into their curriculum books selected for their relevance and timeliness. The Big Short by Michael Lewis and The Working Poor by David K. Shipler were selected by a faculty committee for the 2011 through 2013 academic years. The program's website provides faculty with materials and ideas for weaving themes from the books into their classes and creating a community conversation.

Dr. Cory R. Lepage joins Justice Center faculty

Dr. Cory R. Lepage has joined the faculty of the Justice Center as an Assistant Professor. He received his Ph.D. in sociology from the University of California, Riverside, and his M.S. in criminal justice from California State University, Long Beach. His areas of emphasis are courts, sociology of law, criminological theory, and research methods and analysis. Most recently, Dr. Lepage has conducted research on justice of the peace courts in the U.S. and Canada and on dual diagnosis courts.

Dr. Myrstol selected for leadership positions on NeighborWorks Anchorage board of directors

Dr. Brad Myrstol, Justice faculty, was recently elected Secretary of the NeighborWorks® Anchorage Board of Directors, and was also selected to be Chair of the Committee on Community Engagement and Resident Services.

In his capacity as secretary of the Anchorage board, he attended the August 8-11, 2011 NeighborWorks America Training Institute on community and neighborhood revitalization which was held in Atlanta. He will also be participating in the September 2011 Board Leadership Forum for the Pacific District of NeighborWorks America in Portland. During the conference, Dr. Myrstol will visit Central City Concern (CCC), a nonprofit agency founded in 1979, which serves single adults and families in the Portland area who are impacted by homelessness, poverty, and addiction. CCC offers a continuum of affordable housing options integrated with direct social services, including healthcare, recovery, and employment.

Prof. Brandeis attends Law and Society 2011 annual meeting

Prof. Jason Bradeis, J.D., Justice faculty, attended the 2011 Law and Society Association annual meeting in San Francisco in June. This multi-disciplinary event brings together scholars from around the world to discuss the place of law in social, political, economic, and cultural life. Participants bring training from a variety of backgrounds including law, sociology, political science, psychology, anthropology, economics, and history, as well as other areas related to the study of socio-legal phenomena. The association publishes the Law & Society Review, sponsors annual conferences and educational workshops, and fosters the development of academic programs in law and society around the world.

Dr. Sharon Chamard, Justice Center faculty, was elected on August 10, 2011 to the office of chair of the Municipality of Anchorage’s Public Safety Advisory Commission (PSAC). This nine-member body advises the mayor and Anchorage Assembly on public safety issues of concern to the citizens of the Municipality. Dr. Chamard has been on the PSAC since 2006, and has served as vice-chair since 2008.

Dr. Troy Payne, Justice faculty, attended the "Data-Driven Approaches to Crime and Traffic Safety (DDACTS)" workshop hosted by the Anchorage Police Department (APD) on July 26 -28, 2011 in Anchorage. Attendees included representatives from Alaska state agencies.

DDACTS involves the use of geo-mapping to identify areas that have high incidence of crime and crashes, and to determine effective and efficient means for deploying law enforcement and other resources based on this data. The goal of DDACTS is to reduce the incidence of crime, crashes, and traffic violations across the nation. This program is supported by the National Highway Traffic Safety Administration, the Bureau of Justice, and the National Institute of Justice.

Justice grad appointed special assistant to Alaska Department of Public Safety Commissioner

Kelly Howell, B.A., Justice '92, was recently appointed the Special Assistant to Alaska Department of Public Safety (DPS) Commissioner Joe Masters. One of her major roles is as legislative liaison for DPS, and Kelly will be reviewing and drafting proposed legislation, evaluating and drafting regulations, and meeting with members of the legislature. In addition, she serves as the liaison to the Office of the Governor Sean Parnell and will be continue to be involved in the Governor’s Initiative to end the epidemic of sexual assault and domestic violence in Alaska. Most recently, Kelly was the domestic violence and sexual assault services coordinator for the Alaska State Troopers and traveled statewide training first responders, working with victim services providers, and assisting with policy development.

Dr. Payne presents at criminology conference in Durban, South Africa

Dr. Troy Payne, Justice faculty, presented at the 20th annual Environmental Criminology and Crime Analysis (ECCA) Symposium on July 19, 2011 in Durban, South Africa.

His presentation titled, "Criminogenic Features of Apartment Complexes: A Preliminary Case Control Study," was co-authored with Heidi L. Scherer of Kennesaw State University and John E. Eck of the University of Cincinnati. This study used epidemiological methods to compare high crime apartment complexes to low crime apartment complexes along multiple dimensions, including management practices and the immediate spatial context of the complexes.

ECCA is an annual, invitation-only symposium attended by an international group of researchers and practitioners engaged in situational crime prevention, intelligence-led policing, and problem-oriented policing. This year's ECCA was hosted by the Built Environment Unit of the Council for Scientific and Industrial Research (CSIR) and co-sponsored by the eThekwini Municipality of South Africa.

In 2008, the Justice Center hosted the 17th annual ECCA Symposium on the UAA campus.

Alan McKelvie receives Bureau of Justice Statistics grant

Alan McKelvie, Director of the Alaska Justice Statistical Analysis Center (SAC), has received a grant from the Bureau of Justice Statistics for FY2011-2012 under the State Justice Statistics Program for Statistical Analysis Centers. With this award, Mr. McKelvie will be upgrading and expanding the Justice Information Exchange Model that is located at the SAC. Key improvements will include import/export capabilities, information exchange package documentation, and security settings. This library of standardized information exchange packages project was begun in FY2009-2010.

The standardized information exchange packages will include data such as incident reports, criminal intakes and dispositions, booking forms, criminal fingerprint cards, citation forms, and criminal complaints, and will be made available to criminal justice agencies statewide through the SAC website.

To be named to the Dean's List, a student must be an admitted undergraduate degree/certificate-seeking student enrolled in at least 12 UAA credits graded with academic letter grades and must have earned a GPA of at least 3.50 for the semester.
